It depends on the equipment and the capabilities available at the CO you're connected to. So far the lack of well equipped COs is far more important than the quality of the infra-structure that we're connected to. Does your CO provide more than 1Mbps for other people?
I had 2mbps previously from terranet, doesn't that mean I can get the same from Ogero?
Besides, I live in Zouk...If this CO can't handle more then 1mbps, then what can?
Edit: Ogero told me I live 4KMs away from the CO which would be my issue when I subscribed though that's a lie, it's about 1.5km.

@Kfc You can never be sure of anything in Lebanon but technically speaking, you might experience disconnections at the maximum speed mentioned by your modem.
so if idm fix my speed at 3.7 or 3.8 mbps instead of 4.0 mbps , the disconnection problem would be solved?
I forced my TG585 V8 modem to sync on adsl1 instead of adsl2+.
do you advise me to do that to be able to benefit from the full 4.0 mbps speed without disconnections? is it a safe practice?

if you get anywhere in the 3.6+ range on speed tests than idm is giving you the actually 4mbps. you have to take into account that the 4mbps is the theoretical up to goal, real world speeds vary, usually in dsl here on leb -10% of he theoretical max but your mileage may vary.
@Kfc I think you might be able to get the whole 4 mbps (real speeds not more than 3.6 as @haidcar said). I don't think they will give you "3.6" on your modem. Send them an email now and ask them what your line can handle. IDM will either answer immediately or conduct a "feasibility" test and let you know. Chances are if your line can't handle 4 mbps now, then it won't immediately after the upgrade. You have to wait until ogero upgrades your CO.
With regards to resyncing at adsl1 I told IDM that my modem is showing 10 mbps as a maximum speed instead of 5 on adsl2+ but they said my line can't handle more than 4. So it won't help you upgrade but it might improve your line statistics on your modem. It slightly decreases the ping at least on my side and it decreases time outs too. My internet seems more responsive. Thats what I think..

The central in my region can definitely handle 4 mbp. the issue is in my line. i called and asked your question to idm's technical support. the guy asked me to wait few seconds then told me it can handle 4 mbps. how was he able to figure out that fast? is it possible that he just looked at "maximum bandwith" in the line's stats? thus is his answer reliable or should i ask for a feasibility test?
@Kfc I wouldn't know but at 49 db attenuation your line will handle at best 5-6 mbps according to the adsl2+ graph and if your CO is well equipped then you can benefit from the 4 mbps but i would reconfirm with the sales department and not just the tech support.
So my dad went to Ogero today to apply for the new DSL plans, and he's telling me that a manager told him that starting 1st July you can apply for a new plan, however according to him, it won't be until August 1st that we actually get the new speeds and quotas... so I'm not sure whether they're not informed correctly about the speed implementation date, or this is the actual case. Did anyone else using Ogero tried to apply yet?

I want to apply for a higher plan than the lowest one(which comes by default without applying), but what I'm not getting is whether Ogero users will get the new minimum speed(2mbit) on July 1st or August 1st?

I went to Ogero to apply last Thursday, the employees didn't receive any instructions yet about the new plans, all they know that there will be new plans next month, even if you call 1515, the employees are useless too. I don't know who is responsible for managing this, and why the employees are less informed about this than the normal population! If the ministry approved the new speed to be supplied starting 1st of July, then we must be allowed to choose the plans we want already :/ Unless it is true that they won't provide the new plans until next August...
Cyberia has still provided no information and still says it will : "in the coming days".
5 days left till it becomes the 21st, where it's no longer possible to switch plans after that date.
I am curious if backbone bandwidth will be given to private ISPs, migration process as i heard made easy, so most of users will migrate to Ogero. Most hit will be IDM and Terranet.
On worst scenario you will see bankruptcy and closure of IDM and Terranet.
