Aside from a proxy (hotspot shield here), you could use a media server. I have a 1TB WD hard drive acting as a media server and can watch streaming video if I choose to. Actually, it is more IF I can right now, with the limited broadband here.
Just use a VPN like proxpn (it's available for free) or use a proxy but most of the free Socks5 Proxies slow down the internet browsing speed.
So i think you should:
- Download the Videos/Seasons/Episodes from some Warez sites.
- Use a VPN.
To answer your question, yes, you can. I'm not sure which satellite (e.g. Eutelsat, Hotbird, etc...) broadcasts comedy central but im pretty sure u'll need a large dish to get enough signal... My friend who's kind of a satellite geek is looking into it - he's actually trying to get Comedy Central too - so ill keep you posted if he comes up with a solution. Cheers.

It's eutelsat that brodcasts Comedy central.I checked out their website.
