Need a JTAG or whatever it is called

It's also called a serial console, used to convert the standard RS232 (COM port) signals to TTL levels (in my case 3.3V).

Who can help?

I think that you can find it at Kotrangy for Electronics. It is located beside AL-Hokomey Hospital in Jnah.

I need to connect this

to a PCB that has Tx, Rx, GND and 3.3V (TTL)

MAX232 chip costs shi 2500 LL from katranji i use it all the time. you can also use FT232 chip to make USB to TTL levels TX RX . lesh ma sa2altni min abel  ?
