And how are people supposed to "stay away from it"? Like shower with Soha bottles? Or should the whole population of the capital stop showering?

Hepatitis A i guess, if it is related to liver. It is virus, and somehow can be dangerous. If you feel sick, you noticed yellowish skin and eyes, and ur urine color abnormal - go to hospital immediately.
There is vaccination, no idea if it is safe.
Usually it happens when water mixes with sewage. My suggestion - don't use water from tap when cleaning teeth, and DO NOT USE water from tap for cooking!
Another thing make me to worry - restaurants, i doubt they keep appropriate level of hygiene. Especially after i waited when water ice they used dissolved and checked by TDS meter - it shows high TDS similar to tap water.
I'm personally thinking to install custom UV sterilization system at home, and will sterilize purchased water additionally.
Add: Boiling water at least 1 minute kills hepatitis.
Thanks for the heads up. Odds are this is only affecting some refugees and poor people. Most people do not drink from the tap here in Lebanon.

Everyone I know, including me, they buy drinking water, and use tap water for cooking. I've been living in Beirut for 32 years, we filtered tap water for drinking until 20 years ago. It's bad for drinking where I live.
