Newsletter Design

Hello mates,
if I would like to design a Newsletter Template for a website where i can send updates to the subscribers and where i want the template to look the same every time i want to send the updates, how can i do it?

thats very tricky specially since outlook 2007 doesnt support al css anymore :(
