Producing Documentation

Hah !
So I think I made a good job and finished a Realease of the software (it is never over )
Kept Humming to myself that it is almost done
the remaining step was writing user documentation... Easy... Yah Right !

well.. what the user sees is relative to his permission to the system
so the sweet idea of me converting the Doc to a .pdf and present it vanished with ease

then i thought of the F1 or help in the individual Form
but even in Forms, not all the fields are viewable... some complete tabs may disappear upon privilege

How do i make help files for that  ?
specially that the users are not supposed to know about some stuff for security reasons
Dynamic help files according to privileges.. hmmm .. any ideas ?

is that a huge interface design error :S suggestions are welcomed
