Fast, Stable, 99.9% uptime connection

The title says it all, do something like this connection exist in lebanon? Now I am in canada, enjoying a 7mbits connection, and all I hear from my brother in lebanon is: The connection sucks, it's not stable, comes and goes every 5minutes bla bla bla....

We've all had our shares of bad luck when it came to internet connection in lebanon, but did you end up with a good one? one where the browsing is fast, download stable, online gaming also good and stable?
Is this dream of ADSL true? or it is like all the other cable/wireless companies solution of so-called fast internet.

Can you share with me your experience in this field? and if you ended up with something relatively good? anyone?
