Looks like alfa website, and few more dont have even BGP announces in world?

Yep, to make world know about your network, you need to "announce" it to world, over BGP protocol.

Maybe all their GPRS users are NATted hence they only need one connection from some ISP with a handful of IPs.
From what I heard GPRS is very slow.
