Android Jellybean 4.3 update issues

hello, my Samsung s4 is still on 4.2.2 jelly bean, the 4.3 update has been out for a while now and i still didn't get it....my brothers phone received it 3 month ago, the strange part is that when i connect to kies it gives me the (your device's current firmware version is not supported to update firmware), that means that your phone is either rooted ( its not ), or there is a mismatch between the sales code and the firmware code, but when i checked my brothers phone it shows the exact same code!, what could it be?

it should be noted that i had a case of a fried USB charger and when i got it back from the shop it started showing the above symptoms
i really need to update it since i'm falling behind on updates , my friend has already updated to 4.3 and had two 30Mb updates since then
