I think it's because their test result history goes back to not so long ago when everyone had 128k or less. There must be a huge number of records with 64k or 128k.

Yes, if you check this you will notice that in the tests conducted the second ip is actually the ip of Balamand university website.
So try 
ping 174.142.61.237 -t
that way i check my ping in a way other than pingtest, you can also use IDM pre-programed ping test.
i got 444 ms pinging 174.142.61.237

Ignore the 1mbps it's just a burst speed, mine is actually 0.24Mbps
My ping is not so good. Even pinging Balamand I get around 700ms.

Also, my ISP is IDM. So, WTH is Cobranet?

IDM users: it seems we are experiencing the same issue, because on pingtest the results are low in mere 150ms but on speedtest at about 450ms.
