I have 512K adsl with idm and my latency is too hight for playing cod 4 online its always between 460 and 480 so my question is does anyone have the same problem or its just me ?

If you have spent 10min reading the posts here you would understand that THE WHOLE COUNTRY (besides some 200-300 V.I. Pigs) has this problem, not just you :)

As pointed out by teo, that problem is not specific to you but to most ISPs. It has been reported that ogero has the best latencies (for obvious reasons). Trying being switched from satellite to ground (call them up and see what they can do).
