Then i become angry and wrote system that are doing all block/unblock/ip change automatic, and was having fun, when some idiot trying to attack few ip's at 0am, at 7pm, and then few attemps at 3am. Just how it was done, i can say for sure someone was online and he was asking someone working over this reseller if internet still working, because i shutdown once interface for reseller for test, and they stopped attacks almost instantly at that moment.
Few times i track down such rats in the networks, but seems they never learn a lesson.

yeah DDOS sucks specially if attacks are coming from different sources that has a maximum upload rate to 10 to 50 mbs
and when you ask for reasons of DDOSing they will reply simply "we are having fun" ......
the whole problem is we don't have a authorized people we can deal with such abuse.

Regarding DDoS attacks, my observation about lebanese ISPs apart from VISP is:
All Lebanese ISPs who get connections from Ogero apart from VISP can already afford to give everyone 4MBit connections with 100GB monthly quota at under 200ms latency without the need for IMEWE. But they don't do that. They put some customers on bad channels and they throttle others. When your connection slows down at night, it's actually overzealous shaping to save bandwidth during peak hours and not actual congestion. Terra for instance can already give everyone 24/7 100ms latency connections. I'm not saying there are no problems with DSL providers but most of the "problems" are fake and are the result of connection shaping to keep costs down.
If we have 2.5Gbit now and we are struggling with it, then 10Gbit won't help. But since the issue is not bandwidth, 10Gbit will do simply because it's cheaper and it means ISPs don't have to throttle you after 2PM and claim there is congestion.
I don't know if DDoS attacks from other Lebanese ISPs to VISP are true. If there are indeed real DDoS attacks, they must originate from outside.

NO i don't work in VISP bass i have good experience in networking .

the whole issue is with the minister of telecommunication .Do you know that real IP with 1 MB costs 1500 $ per month ? so i don't blame them i blame our government and what u said in the first part as if your blaming the ISP it self for me i blame 50 % for ISP and 50 % for Our Lovely Government In Lebanon and about the DDOS part , DDOS from Lebanese ISP to other that Impossible to do DDOS how from our fast interet for that most DDOS comes from Huge Networks that are hacked Like Linux Unix or even Drone bots can do this part using udp and many other kinds of ddos and everyone attacks a specific area to over load the bandwidth that the network card can handle ..

Wrong. $2700 per E1.
2Mbit in E1. 1Mbit - 316Gb in 1 month. $2700/2 = $1350, $4.2
$4.2 per Gb in case 100% utilisation, to not have packetloss and high latency.
Downlink utilisation can be 80% max, also everybody want to suck bandwidth from 6pm till 0am. Means 1/3 efficiency only. You will get at the end $10-$16 per Gbyte.
Tell me how 100GB quota?

I had a proof, that attacks originated from other ISP's. But there is no proper laws in Lebanon to sue them.
