I meant just call the auhorities which handle these, namely customer support of your ISP, or your reseller, or open a ticket. That is the normal way to do things.
In an ISP you have level 1 support, these are the geniuses who answer the phone and give you vague answers. The work of these people is to filter valid complains from short-circuit between the ears and other customer brain malfunctions. When they find a valid complaint they forward it to higher level support, which are engineers who have authority to make changes on the network I dont know where nuclearcats position is in the ISP, but he surely aint level 1 support.
So start by doing that, calling customer support. If, after following all their instructions, the answer is unacceptable, ask them to talk to their superior (try saying I want to talk to level 2 support). If that also fails, talk to nuclearcat.
I think thats the right thing to do.
