They brought the 6400 because 6600k is out of stock worldwide and 6500 will be a Christmas blockbuster next month. They want to sell as many 6400 they can at the highest price it could be before they bring the 6500 which will also sell like bread.
What I mean:
They bring the 6400 without the others for a month, instead of selling it at 190-200$ (because the 6500 will be at 205 to 215$), they will sell it at 210 to 220$, also the expensive mobos they have actually with 1151 will finally be sold to match the 6400 ;)
Then a month later they bring the 6500 at 205-215$, the 6400 will be at a normal price of 190-200$, the choice of the mobos will be broader too.
Unless they plan to bring only the 6400 and 6600k without anything in the middle, which totally s*ck, which means I will be forced to buy from abroad using DHL Borderlinx...because I hate when Lebanese shops force you to pay the max.

The 6400 normal price in Lebanon will be 190 to 199$ max when the 6500 and 6600K will be available, as I said before they brought the 6400 alone now to put a high price on it before the other 2 come.
The 6500 will be between 205 and 220$, you just have to wait another month give or take.
I base my projected prices on previous prices history, 4440 = 6400, 4460 = 6500, 4690k = 6600k...
Edit: So it's 230$ TVA included and 209$ without, even then it's 10 to 15$ more than the future price of the 6400, it will be the price of the 6500, so yes I will wait another month and get a better CPU for the exact same price.

You have 2 entry level i5 CPU, the 4440 and 4460 and the 6400 and 6500, then the mid one aka 6600 and the higher grade 6600k
Btw 6400 and 6500 have only 5 to 10$ difference in the US just like the 4440 and 4460

Intel wants to make more money, they have seen how the 4460 undercutted the 4590 and 4690 by being clocked at just 0.1GHz less than the 4590 (0.3GHz turbo), 0.2GHz less than the 4690 (0.5Ghz turbo) and being substantially cheaper, so they clocked the 6400 at 2.7GHz because it's easy to fool people into thinking that 2.7GHz is bad, as people rarely see the turbo speed (3.3GHz), which makes the 6500 sell more and maybe even the 6600. From a performance standpoint, the 6500 is better if you can get it for less than $15-$20 more than the 6400, otherwise the 6400 is the better deal. To the average consumer H170 and B170 aren't much different. if you are budget minded go for whatever cheaper option u can get. H170 isn't worth the price difference over B170 and vise-versa.

I checked Pcandparts and they have the i5 6500 for 208$ excl. VAT wich is a mere increase of 3$ over the i5 6400. They even have the i7 6700k for 379$ excl VAT wich is expensive but considering that it is priced at 359£ on amazon UK wich equals to 552$, it is NOT SO expensive.
