Well if the SNR goes down to a very low point it could cause your modem to resync (thus the diconnection) and the resync will be at a lower speed (thus the slow down speeds).
Check your modem's parameters: CRC, HEC and FEC (if on Interleaved DSL mode). Also check your line attenuation.

When this is happening, my line attenuation goes down actually for some weird reason and when the modem resyncs it's at the same speed of 2048kbps. I called ogero and they said there's some sort of interference on my line and they're sending someone to test it out. Thing is, I've called them twice already over the past summer, waited for someone to come and no one showed up lol.

ping to fb.com instagram.com snapchat.com are normal while ping to whatsapp.com is awful... a bit earlier it was good on whatsapp.com snapchat.com and instagram.com but not on fb.com........

There is major issue with one of submarine fiber cables.
yea our internet was "de-boosted". the internet was so fast and advanced here they decided to slow it down until other nations catch up.

in all seriousness though, glad im not the only one that faced problems today
Today problem is just a typical fault, it might happen at any place and any nation.
I am willing to bet this submarine cable fault has something to do with the micro disconnections we were experiencing a few days ago.
Anyway, thanks Nuclearcat for the update. Did they mention how long it's going to take to be fixed ?
The work to fix the cable will be from October 19 to October 28. The cable will not be used during that period.

Internet is down? No.
Thats because redundancy in fact exist, and anywhere in the world such fault will cause service degradation.
And in even in US, critical services like VoIP going down due major faults.
Example:

If I recall correctly, this has happened in the past and it doesn't seem that they learned from that. As @silentcontrol said, having a back up plan is vital is such a sector to keep things moving along smoothly or at least have basic services running in a decent way.

But given that the basic service is crap compared to other countries, they can not be compared.
it's not just in telecommunication every other domain you can look into you 'll see it our country never prepare they are always 1 step behind look at the 4 hour traffic jam a couple of days ago, the garbage problem, and a prediction i can make wait for the 1st rain and we'll see floods i would bet on that

They did informed all ISPs and sent letter faster than in average reporting such incidents in industry. Also traffic was rerouted automatically, so no blame at all on Ogero. Everybody knows if there is chance to criticize Ogero - i will do that, but i'm trying to be fair, and in this incident Ogero job done perfectly.
Such incidents happen very often everywhere, but Lebanon especially technically very vulnerable due geopolitics, because the only route it has for cables - over sea, and no way submarine cables can be laid close to south.

Sorry but i strictly disagree about this point. Time between cable fault and _technical_ notification sent to direct Ogero customers who are affected and has BGP feeds - was in matter of tens of minutes.
Official statement for public that is understandable by everybody will be sent next day after it is clear between both parties, and i guess PR should properly prepare it and send to media first.
About "disconnections", even i suspected what might be the reason, is very hard to monitor and detect such faults, especially if it is backbone operator and fault are happening in different operator responsibility zone (in CYTA). If Ogero make statement and blame CYTA before CYTA admit or solved issue - it will be grave mistake and will hurt their relations and reputation of both.
