My explanation, not sure if useful, let's say you have to send 32000 bytes with error correction, and block size 32 bytes(it is specific to ECC), where ECC can fix up to 2 bytes errors. And suddenly there is noise happened, then it means for example 100 bytes in row will be wiped out. Problem of all error correction protocols, they can fix very limited amount of packets. In this case almost all data was going on this blocks will be lost, they can fix 2 bytes in 32byte block, but not when all bytes are screwed up :)

So instead of making blocks one by one, data(bits) are mixed over large block, for example 3200 bytes.
Sure DSLAM (ISP side) need to collect all this data, and then add error correction and "mix"(and this is what add latency). This way even this 100 bytes are in row - in reality when data is reassembled - they will be distributed all over the block, so it will be 100/3200=3.12%, or 1 byte per 32 byte ECC block, which is easily correctable.
So all that mean - here we have choice, latency vs error prone setup.

I am changing my ISP from Sodetel to VISP, and my previous speed was 4mb for two years. However now VISP called me and said that it is not possible to have a connection higher than 1mb on my line. I asked for the 4mb connection.

Has anyone had a similar situation to this and if yes, any advice would be appreciated.

I had 2mb from Terranet and made the switch to Ogero after they confirmed that I could have 2mb on my line. When I went to submit my papers at Ogero, they said I can only have 1mb and that there's a new rule that all other ISPs cannot give a higher speed then is requested by Ogero.
So quite frankly, there's no workaround for this, Ogero is being an ass.

Yes, it is. The test is irrelevant to the subscription, I don't know if VISP has a payback policy tho, good luck.
That's quite horrible. I was planning to switch from Sodetel to Ogero next month, but now I am going to be more careful with this and make sure I don't get 1 mb. (I have 6-8 mb now). Thanks MasterBatata and maulader.
It is odd to hear that ogero would give less speed than other dsl companies. At my village our neighbor has IDM 2 mbps but idm gave him 256kbps because "the cables are too weak" and they capped his speed at 256 kbps.

At my home with ogero I was told that the cables are weak and that I will not get the 1 mbps I subscribed for. But I was told they will give me as much as possible, and indeed I was given like 600 kbps which is not bad at all. It is not bad at all of course to be clear because I live in a far away village, there would be no excuse for such a thing in beirut or jounieh or any city with good infrastructure...

the new plans are disappointing in terms of Speed 8mbps will still probably be the highest speed offered. taking into account that these upgrades rarely happen ( the last upgrade was 3 years ago).
its seems that VDSL is not being implanted, it would have increased the speeds 5X.
in terms of monthly allowance, the upgrade is fair. but speed wise, it's still very slow
We don't really need VDSL since we are supposedly getting fiber. Lebanon is kind of small and covering most areas with fiber shouldn't be too hard.
I can't believe you're still complaining. For years i have exceeded my quota and paid loads of money to these thieves. But finally i'll be able to roam the internet without a worry in my head.

We heard nothing about implementing VDSL, so how you can expect ~20mbps speeds?
take for example Qatar, their dsl is also limited to 8mbps. If you want more than that you have no option but optical fibers.

I hope we get FTTH in 2 years or 3 max :)
I second ramy on that , im paying 50$ for 2 mb 20 gb , I can now get 6 mb 60 gb for less than that ! this is awesome don't complain change is happening step by step

Nicola Sehnaoui is cooler than Harb (he's a geek, just like us) but the problem was that he didn't really change much in 3 years, he concentrated more on 3g and else while Harb changed a lot in 1 month.

again i am not complaining about the monthly allowance, I too have suffered from exceeding my monthly allowance mid month.
But we are able to achieve higher speeds at least 2X of the maximum they are planning to offer is very available goal.

VDSL is an upgrade to the current DSL technology that we have. it uses existing infrastructure, the only the modulation technique is the difference.

here is a quote from minster Nicolas Sehnaoui "Prediction 2013 #5- Allow and tariff VDSL technology to allow higher speeds for the 75% living under 2km from the CO"

this was on jan 6 2013. one of his predictions for 2013.
from this, it is clear that VDSL is ready to be implemented.

Again Why settle for less, when you can have more. such internet upgrades happen so rarely. i remember in 2011 when speeds when monthly allowance and speeds were quadrupled people were happy and thought this should be more thane enough. less than 2 years later people realized it is not the case.
Haidcar just remember NOONE had a real 8mbps connection and the amount of people with a good 4mbps was low. If we get the promised speeds this time around we will be fine.
I go to France sometimes and even there if your city isn't connected to FTTH the max speed is like 8mbps.
