There is competition. Because coverage of low profit areas small ISP usually partially subsidize them by covering nearby "high profit" users.
As they are often very close to them, same sect, and use personal approach - they can get this users easier than big, "faceless" ISP. IF quality and quantity is at least similar.
So for example(this is random, and simplified) some rich sheikh living in village who will buy expensive package from private ISP, and he allows to put distribution antenna on his roof that can cover nearby village. (roof rent, cost of electricity is quite significant in Lebanon).
But if big ISP can offer him 2-3 times more quota and speed, small ISP cannot afford this guy anymore, and often lose chance to serve rest of village as well.
