the normal and acceptable situation when Ogero provide speeds with equivalent quotas, so as a personal opinion i think a 20 Mbps connection should have minimum of 250 GB/month.
It is not about "deserving". In current situation it is about situation of country economy, infrastructure state, and physical challenges to lay fiber, as they said, it is long process, but new Ogero head know best way to bring improvements fast as possible.
But if we talk about "deserve", i'm sorry, but definitely no. For government there is several reasons to improve internet.
Major one, if you are living in state, where a lot of potential for growth from good connection, because there is a lot of talented people, a lot of businesses who can use better connection for implementing modern tools, then increasing profit in industry and competitiveness with other countries. And ,as it will return investment for government, they might agree even to go for significant losses.
And what i see - Lebanon's talented people run away as they see opportunity for doing so, and business don't give a yuck about modernization. They are just fine with using wooden clubs, just because proper tools will cost them some investment and need to move some brain cells to calculate ROI.
There is still ways to benefit from better internet, but in middle east it is not on voluntary basis, it should be well crafted scheme - when you get significant discount on internet and in return modernize your business and bring innovations.
Another reason to do price drop and/or increase speed , just pleasing electorate, but without causing losses for revenue.
Third reason - there is crazy guy somewhere, who want to move progress whatever it costs. Such thing extremely rare.
So what i expect is minor improvement, but still it's great. Even opening speed is excellent, because if you want - you can easily throttle your youtube to SD quality by using few QoS rules, or even simpler, if you have hard time to explain other members of family about consumption - limit their ips quota(per day i guess best) and speed.
