The websites are banned but the usual apps still work
I don't live in Lebanon anymore, so I'm just wondering how did they ban these sites? Was it by IP or DNS ?
I think it's by DNS. Someone should try using Google DNS, guys.

I am using google's dns at home and I can't reach the sites. I switched to Cloudflare and same issue. Easily bypassed with a basic VPN though---pretty sure almost everyone here has one.

there are lots of ways to censor sites not just dns or ip filtering

Like what?? I totally agree with alifawaz99 it's ip filtering/acl .

I use 4 different Wans at home using Adguard DNS with 4 different dns sources not local . My dns traffic is also secured and encrypted. Not to mention that the cert for the site i'm trying to reach is valid.
Nothing worked except using my Vpn connection. En-light me please if I'm missing something.

So you tested DNS which us rarely the case when blocking websites even in small companies let alone ISPs
It is impossible they IP block websites for simple reasons, like virtual hosts that is several websites usually share same public IP so blocking the IP means you block several unrelated websites or services.
and also because cloudflare like services which makes this an issue.
they all block by packet inspection and filtering simplest is through layer7, am not sure here what equipment software they use

Yeah that's why I suspect it's IP filtering or layer 7 packet inspection as DNA suggested.
Back in the 2015 'ish years they had used DNS-based filtering which was easily bypassed by using a public DNS. Now it's not the case.
We don't want to have a censored internet like Saudi Arabia or Iran, that's because I've tried it before and it's terrible.
