If I had to answer this, I would say it's because since buying E1s will be much cheaper so alot more people will be more financially able to create new ISPs and buy these E1s lines... which I hope will be the case since more ISPs will create a friendly competitive market which will increase our chances of accelerating our Internet development here.. for Instance look at Romania, they have tons of ISPs there and as a result you can buy a 100/100 mbit/s connection there for like $15/month
You see, I look around and see a dozen or so competitors offering similar services at similar prices to a small market. The only way I see more ISP's popping up is if the local illegal "ishtirak" guys become legal and start offering similar upgraded services to their customers. I suppose they can grow beyond their neighborhoods eventually.
There is another way--if Ogero is removed from the retail market and its customers have to find other internet solutions. This one I don't envision happening for at least 2 or 3 years and I still believe it is a very remote possibility of it happening at this point. This would also pave the way for firms to offer VoIP services too--I don't believe the MoT is interested in undercutting Ogero's revenues at this point in time.
