Actually it is not that it is badly written, Cry Engine maxes out any resource, the Game is designed for Next-Gen PC. Its purpose is to max out the graphics, so people with state of the art Rigs can enjoy real life quality.
everything is dynamically generated and they do not rely on optimization unless it is on the console (where the resources are limited whereas on the pc the resources can be updated).
