People including myself actually request a password reset multiple times because my main account is Lebanese and of course nothing was downloaded from the store using that account. While the UAE and USA accounts both passwords were reseted on PS3.
According to a reply by PSBs Nick Caplin, the email resets are valid for 24 hours.

Due to me having a Region 1 Account, i was able to change my password at the same time without requiring an email to be sent to me. but I still have some lock-downs from the PSN due to maintenance problem. it is still not fully fixed.
I've not had any problems with PSN till now. I listed my country as UK

Couldn't wait for my password to come back, so I created a new user. Works just fine until they remember to reactivate my old account.
Hummmm...About the freebies...I don't think we will be able to download them if we live in Lebanon.Sniff...Sniff!!!

it just re did mine via the XMB ... it didn't even ask for the old one.
It said that password was invalid , pressed re change, so i did so, and i signed in.
ive done this so far for all 3 of the accounts
also (at first i thought it was just our/my/lebanese internet) but i AM missing some friends from my friends list
so if anyone happened to have me , and im not there anymore i didn't remove you; also re add me if it is the case
Other than that nothing else is new; but signing in is actually much quicker, and the friend list does load better; no more of that annoying freezing / for me at least.

My main account is Lebanese and as you know there is no PS store so the only way to verify your account to reset the password is by email. While i actually activated my UAE and USA accounts normally. But i am experiencing issues i think it is on the Hotmail side. It is clear that Hotmail is blocking the resetting emails or even confirmation that i have reseted my password on my USA account. But for my UAE account i use Gmail and i received an email confirming that i reseted my password.
I have taken action other than posting on the forums, first i posted on PS ME on Facebook my issue and also tweeted it to RabidWalker.

If someone here using an account in a region with no PS store and received his password reset link, but he is experiencing issues. According to this all you have to do is in the link replace "security" by "reset".
Just activated my French account.
As for my Lebanese account .... which happens to be my main one .... *facepalm*.

doesn't matter, you can just get your free stuff from the French one, and when you get your LEB one sorted out you can play them from there ;) As long as the games have been downloaded and activated on the PS3 it will be available for all local users on that PS3. If im not mistaken i HAD a Lebanese aaccount, i tried using the store, didn't work, so i completely ditched it and made my US and then later the UAE's to buy DLC's and Games.

Knowing that in Lebanon there are about 21000 users, i got this from the sheet that SNEI released during the May 1 conference. But i dont know if this is based on IPs or just users input.
Note: I dont think SNEI will prevent us Lebanese users from using the Welcome Back program even if we already had accounts with PS store before the outage.
RabidWalker is aware of the Hotmail problem now. Some users are saying that Microsoft was blocking emails from SNEI before due to the outage, or because their servers were suddenly flooded with emails from SNEI so blocking was a precaution.

I've tried logging in today, I was asked to change my password from a link that was sent to my e-mail account.
I logged in, changed the password, and when I press continue to change it, I get:
"PlayStation®Store is not available in the selected country or region." message.
Anyone else got the same problem?

I would like to inform you guys that after waiting 24 hours until the penalty is out. I only requested the reset link once and it was sent to my Hotmail email after 5 seconds. At last i am back on PSN.
