the reason is that 4G use CDMA bands only so there is no any single phone in Lebanon that will work with the 4G network because 3G phones (like ours) are only GSM and HSDPA capable and if you are wondering that your phone may support 4G the answer is no because it will not work if it was,because 4G phones only support CDMA bands,so if they installed 4G it will be useless because everybody wil have to sell his phone and wait till 4G phones become available.
4G doesn't uses CDMA bands. LTE 4G is an international standard for 4G around the world. its operates in its own spectrum and got its own bands. CDMA (used mostly in america and china) GSM ( most countries around the world). 4G LTE is supposed to and international standard that will unite the world in terms of mobile wireless technology.
In america Verizon launched LTE along side its CDMA network, voice will be handled over CDMA and data over LTE (LTE doesn't support VoLTE yet but the problem should be solved soon). ATT in america are launching LTE along side its GSM based HSPA+, also the same case as Verizon (voice will be over GSM and data through LTE).
even the current LTE network is not 100% 4G. a true 4G network should provide 100mbs for mobile users and 1gbs for stationary users this technology would be called LTE-Advanced
