This is a fairly old thread and I'm not sure about Xperia Z or the newest navigation applications but what I did was going into the google maps > options > Make available Offline.

It's working however it might drive you off bridges, use safely.
there's no lebanese map that you can trust for navigation. I've drive through parking lots, through dead roads,get lost...
The best way, is to use google in Satellite mode and plan your own route based on the actual picture of the road. I know at this point it is not voice guided navigation but it might spare you a lot of frustration.
I personally use OpenStreetMap.
It's had offline support for years and is generally reliable.
