nuclearcat anymore explanation on what could this program improve ? Would download and upload speeds accelerate ? Lower pings on european servers maybe ?

Faster handshake for TCP (2/3 from original time), better QoS on full bandwidth utilization( it uses his own multiplexer), traffic compression, less upload bandwidth used.
Speed will accelerate if traffic is compressible. Mostly feasible for browsing, but downloads can benefit too. If downloads is not compressible at all - it will be negative effect, but very low (around +1-2%).

If you don't bind to ports less than 1024 - then no.
It is userspace in configuration i recommend, and will create socks5 and http proxy that you can use.
For full transparent setup it is a bit more difficult, but i guess can run as userspace too.

Btw you can remove ru_RU file in program folder and you can get english version this way :-)wollyka wroteit worked for less than 1 min on mobi (was able to connect to a website) then it stopped

Better i think first to try proxy version... just set proxy in browser (127.0.0.1:3128) and try to browse.
