Here's how things work here, ISPs work in conjunction with DSPs to provide you the internet via DSL.
There is some Private DSPs like (and if you notice your VPI / VCI on the modem will vary depending on your DSP) :
Cable One
Cedarcom
GlobalCom Data Services (8/35)
Pesco (0/32)
Sodetel
Solidere
LCNC S.A.L.
TRISAT S.A.R.L.
Waves S.A.L.
And the Public DSP is Ogero (if your DSP is Ogero your VPI/ VCI is 0/35)
Simply some Central offices are covered by private DSPs and all Central offices are covered by Ogero's (DSP).
Let's Say you are with IDM you live in Jeb-Jenine , Jeb-Jenine's co is not covered by GDS (IDM deals with the private DSP called GDS) but Jeb-Jenine's CO is of course covered by Ogero's DSP so IDM will give you internet but with no Double speed or unlimited night traffic because IDM does not have the privilege to give such services on COs where only the Public DSP Ogero is the dominant.
Let's Say you are with Wise and you live in Jounieh, Jounieh's CO is covered by Ogero DSP and Pesco DSP (Wise deals with its sister company Pesco) so of course Wise will give you the internet service via Pesco's Equipment in Jounieh's CO and there is contracts between Pesco and Wise so such services like Double speed and unlimited night traffic can be given to the customer.
The conclusion such services like unlimited night traffic and double speed availability are totally related to your DSP and not your ISP so if you keep asking your ISP they will keep telling you soon, soon, soon but they actually dont know shit and cant do shit about it, as long as your VPI/VCI are 0/35 and your DSP is Ogero dont dream about those things.
