To be honest, paypal is overrated. 5 % transaction fee is ridiculous. If there are sellers/websites that only accept paypal then just use others. Google wallet and amazon payments are becoming popular.

Just accept the fact that paypal/ebay is not for the middle east. Use alternatives.
It's just that this software doesn't have an alternative and the only option to buy it is paypal

And how do we buy from eBay?
It's funny that I won a bid on Ebay while having a paypal account with no credit card on it. I was just testing if it works, and it did.
The next day I put in my uncle's paypal and paid for the item.

As my colleague explained to you, when we announced the launch of PayPal services in Egypt in May, there was a misinterpretation about Lebanon’s launch. In 2012, PayPal decided to have a dedicated team focusing on the MENA region. As part of the priorities, expanding our geographic footprint is among the most important ones. That’s why we launched our business in Egypt.
Lebanon is an important market to us (and to me being Lebanese) however when PayPal looks at new opportunities, we need to prioritize them and they compete against other initiatives whether new products, new geographies, …etc. So while enabling Lebanon remains a priority for us, we don’t have any timeline that we can share. There are no reasons per se why PayPal is not launching Lebanon, it is a matter of priorities.

We're sorry for any confusion this has caused. Lebanon is still on our list for future launch, however it has been delayed. At this time we do not have a date to provide as far as when it is expected to be completed, but updated information will be provided as soon as it becomes available.

I have managed to earn some few bucks off of some online "work", and would like to know if there is a way to shop online, and send it to Lebanon. My paypal account is created in Canada (got some online zip-codes and necessary information), and would really like to buy some pc parts and ship them to Lebanon.

ebay itself is not a seller, it is a market that group sellers. And each seller has his own policy.
some will ship only locally, and some will ship internationally. Also the shipping carrier, and therefore shipping rates will differ from one seller to another.
So you have to read the whole page carefully and specially for the fine prints!

You know what, some sellers that will not ship to you can change their mind if you contact them by email or phone and ask them to ship it for you, you know "make an exception", if you really want that particular item.
i am using paypal and ebay naturally. All you have to do is create an account from another country and apply to it a credit card from Entropay.
i tried the entropay thing, it didn't work,
because paypal refused the card number

well in the country am now in which is Senegal I can easily make a Paypal verification with a Bank i just need more time and i can do it hopefully
