My opinion, VISP have hired a special employee to track my online activities and block each and every site that enables any large size download...Same goes to Youtube.
We didn't block any services or websites as you saying. its can be most probably some problem with network or maybe PSN internal issue.
Regarding Youtube , if you use v-tube index - some movie can be damaged, and i told before: if any one faced with broken movie - PM that url to me. if its direct from Youtube, same we didnt block this content, But content of youtube is heavy, so for sure at evening time as expected can be really slow.
