I said regarless of hour of day. It was capped at 11kbytes in the morning at 5AM and it is still capped at 11Kbytes per second now at 2PM

you said 4PM till 12. my issue is a different thing. It's been capped for at least the last 24 hours (the whole day) not just peek time between 4 till 12 midnight.

i am capped at 11 to 12 kb/s during the day and 0.1 to 2 kb/s from 4 to 12 so i have your problem plus peak time problems + some ports stop working (whatsapp does not work from 4 to 12 )

Ok, I'm filing a support ticket (I'm a direct customer) and I'll post back the results here when they reply. I could call them on the phone but that rarely ever helps.

Edit:. I called them, explained the situation and mentioned that I have filed a support ticket but all I got was a "an administrator will reply to your ticket". :/

Lol, download rate for image files isn't capped but it's capped for other file types like http://ftp.gnome.org/pub/GNOME/sources/tracker/0.9/tracker-0.9.37.tar.bz2 for example :(

In any case, I'm sure VISP will restore full functionality soon. they always do.

It is temporary issue. Already we have plan to solve this issue, and it will start from monday.

Maybe related to US warships interrupting communications at south, as i wrote before it is interference (and everybody read recent news), and all what i was able to do - restore service but with reduced speed.

I am unable to detect source of interference, it is so huge and spreading everywhere, at monday i will try my luck, because i was not expecting i must check sea direction.

It seems to be back to normal now so I closed the support ticket. Anyone else can confirm it is fixed for their connection as well?

Should be ok now, last 4 hours there was minor issue, fixed.
Last 2 days it is supposed to be ok, we upgrade bandwidth.

It's even lower than 11Kbytes now. It won't go over 6Kbytes/second.

Even images/html content is stuck at 6 to 11kbytes per second now.

Normally resellers will charge you more. If you want a better than 256k package, switch to being a direct customer.

I'll call VISP tomorrow and ask for an explanation why it's been a week or more now and the connection is still throttled. I'll post any reply back here.

well hussam my reseller charges me for 50 000 LL for my current 256/56k plan , i once asked him about 512k one he said it will cost me 50$ per month , so logically the 384k one will not cost more that 512k :P i would say about 60 000LL or 65 000LL per month , i just wanted to know if these packages are still offered by VISP or not..
