at peak hours, anything cached won't open anymore.
Can you explain with little more details. And confirm that still have this issue.
P.S. Minister doing well job, only one small small problem... Ogero so fast, so fast, that even small request to them take tooooo long time. Their bureaucratic system take to long time for processing any kind of requests. so please be patient , we working on this direction.
