my 256k account is still at 0.4Mbit early morning and doesn't get more than 6kilobytes/second during the evening.

Upgrade will come with DSL.
Also , i did dynamic shaper, during the day it is x4 as promissed, at early morning (depends on load) it can be even x8. Setting are adjusted depends on backbone load in realtime.
Sure it depends also on wireless link conditions.

Ok, I'm only online these days after 2PM since I started working.
but at 2PM, even cached files don't cross the x2.

x2 is fine. I'm mainly concerned about when it slows down to below 6kbytes after 4PM. will that be resolved with the upgrade?

It will depend on service plan, i am making tiered service and new service plans.
There will be 3 type of plans:
Unlimited, Flat-Rate(that one is offered right now at VISP), Quota
Each has his benefits and drawbacks.
First are all time available, but expensive. Suitable for heavy downloads, but who dont want to hit extra charges
Second are no extra charges, but there is FUP that will slow down, if you use it much.
Third are no FUP, but there is possible will be priorities at peak time (will be different types of quota accounts also, in some types bandwidth always available, but GB is more expensive), but it is better for downloaders, but if you exceed it - you need to pay extra.

I'm at 15% "7 Days Peak Time Fair Usage" now so FUP doesn't bother me. will the second option give me the 256kbit at evening or something closer to 6kbytes like now?

On low usage current plan will be constant. The more close user to FUP - the less priority he have when bandwidth are utilised close to maximum.
It is not ready yet, but i am trying to finalize it.

Edit: it starts dropping at around 12.

I'm getting like 10 to 12kbytes/second now.

I didn't get anything , still a "x2" on tests , on actual downloads it keeps dropping to stabilize on 6kb/sec or even less , but latency is actually superb ! only issue missing now is download speed so we can actually do very crowded stuff in online games :P

1 mbps broadband, though Im with a reseller now

I'm getting the same. Im downloading at 4mbps now but in the afternoon my account becomes 1 mbps. That's quite a great step forward
