This might be a long shot but is there a government website where they list tenders for their projects, such as the new fttx network they hope to achieve and more? I can't find anything but that may be because I'm only searching in English. Any help is appreciated.

Actually lots of government projects are procured through tenders. In form of course, but the thing is that they design the requirements to meet a specif enitity where the politician in charge will get his share of the deal.

Look in published Ads in journals and the "official journal" (جريدة رسمية), and usually you can take a copy of the tender "by hand" from the Administration itself.
