The only issue here is that those Lebanese ISPs withhold all that information you mentioned from their customers. None admit Ogero backbone prices are unfair. This is just unethical from the private ISP side.

They wont admit - because it is useless and even harmful. Last time Tarabay(Mobi owner, very controversial person, but on this subject he was right) started to complain that 3G/4G frequencies was allocated unfairly, without any tender or paperwork, the only he got in return, that all his equipment stuck at customs.
Getting backbone prices is easy, when prices dropped - all of them released in relevant newspaper with decree. Sure it needs a bit more efforts than reading headlines.
