The main uses of that proxy are usually bypassing the P2P speed cap most ISP have on, bypassing Schools/Universities stupid rules, and stuff like that

And if you still want a proxy, you can install one such as squid and configure it, plenty of tutorials out there. Of course, the drawback is, everything will be done in command lines. Squid might need more RAM if I remember correctly.
