Basically they can't sell you below the price of an E1 cable, and the E1 cable is set by the government to be priced at 240$, and to bring the prices down the entire government should meet to pass the bill... Goodluck!
The only useful thing about it is it is mirrored, so you get as much upload as download. I know of a few companies that were struggling with their upload speed and who could pay those amounts (though not in beirut digital district) But other than that, it is useless.
We already get fast internet from the building. And if you want high speed internet, you could always get a second phone line, get DSL on both, and then hook them through a special router that balances on both. You can easily score above 10 mbps for around 200$ a month...
But yeah, 4mbps fiber optics. Price aside, the 4mbps is a joke...
Plus there is a TVA on the entire thing, and a 10% on an over 1000$ bill hurts...
