If you want to wait - then ok - Expected Price of the R9 380 for PC & Parts between 330 -350 USD including VAT which good within your budget constraint but as I have mentioned to you for your overall system reliability you need to upgrade your PSU from your corsair 430 watt 80 plus bronze to a 550- 600 W PSU.
From what is available on PC & Parts - I recommend - Thermaltake PS-TPD-0750MPCG ToughPower Gold 750W PSU $145.00 which means around 160 USD Including VAT
Expected Amount You Will Pay = 330 + 160 = 490 USD say 500 USD including Delivery .
Aside from the topic what is funny is that Gigabyte GV-N670OC-2GD 1.0 GeForce GTX 670 2GB DDR5 $451.00 ( 496 USD including VAT) on PC & Parts and 501 USD on Macrotronics LOOOL that is ridiculous.
The R9 380 uses about 196W at max load, add to that 86W for the CPU and 60W for the mobo, the system would use about 342W so considering he won't overclock, he'll be able to use the PSU for a while, but it's not recommended to push the CX series this hard, so a PSU upgrade should be considered.
