Seriously? You found this reliable? Check reviews only from known websites which are popular. There's a reason why those people don't have this PSU to review. They never bothered to. NEVER read user reviews. The only reason you should read them is to find out the failure rates. (And by failure rates I mean one of them being faulty). Read reviews from reviewers not people
How to be sure my Intel P55WB motherboard is compatible with msi 650ti boost??

Does it have PCIE? Yes? it's compatible.
What about a cooler master power supply extreme power plus 460w?

The rule is "Never go cheap for a power supply". The CM PSU's at PCandParts aren't that good. Nvidia recommends you run your card on a 500W PSU. Don't go anything under. I don't care what a PSU calculator said, a PSU calculator is inaccurate. Besides, you're gonna trust them over the manufacturer themselves?
Get the XFX PSU if you know what's good for you.
How to count the Amperage?
If the PSU has 2 rails of 12v:
-18A
-16A
And the geforce card needs 24A on 12v
That means, it needs a rail that's 24A. Some power supplies are smart are run 2 of the rails together as if it's a single rail. (But only modern PSUs do, which the POV isn't)
If you have 2 rails of 18A and 16A on 500W the combined will be?

Like I said. have 2 rails is like having 2 separate power supplies, one being 18A and the other 16A. However some modern power supplies combine those rail and make them work as one big rail, or in this case 18+16 (34A) rail. However if your PSU is not that fancy or modern, the graphics card PCIE power cables come off a single rail.

Moral of the story having 2 rails that are 18A and the other 16A is not enough for a card that needs a 24A rail. Since they're separate rails and don't work with each other.
Finally installed the Geforce 650ti boost OC 2GB and tested with BF3 and Far Cry 3:
-First the noise: it's super quiet compared to my old ATI HD4850,you never hear the fan!
-BF3 even in low settings was very slow but now with this geforce in 1080p and Ultra settings it's fast as hell!!
-Far Cry 3 even if some reviews said it runs at 25fps in ultra mode,is running very nicely and without lags though I reduced depth of field
I will try Tomb Raider and Bioshock, finally no need for extra rams :)
Congrats, enjoy. I have noticed 4GB RAM can be enough if you are economical with it. If you don't have, let's say, multiple web browser tabs open in the background, you could pull it off with 4GB of RAM.
simply increase the visual RAM , it can easily be done : Control Panel\All Control Panel Items\System\advanced system settings\performance\settings\advanced and change the virtual memory ..

note :check custom size and put the min and the max as the recommended value
