mmk92 wrotenoknow dont listen to them, your budget can get you a decent desktop computer for the games that you're going to use it for, Word Of Warcraft doesn't need that much power to run, same goes to fifa 13, all you need is a processor that wont bottleneck your graphics card(preferably i3 2nd gen or better) 4GB ram and a GT630 all these plus the rest of the essensials for the desktop will cost around 440. thats ofcourse without the monitor which will set you back an extra $100.
BTW I got my sister an HP G6 that comes with a 3rd gen i3(intel 4000HD graphics) with 4GB ram for $400. The intel 4000HD isnt bad for a shared graphics card, it should handle world of warcraft on mid to high settings and fifa on mid settings.

But I like your idea. Like you said, those games aren't that demanding, I guess he can get a cheap laptop and it will run on it just fine. He can get an APU laptop, which have far better performance than Intel HD Graphics. I'd recommend something like the Toshiba Satellite C850D. It comes with no OS but costs $375 + VAT on PCandParts . I guess you can buy the OS separately or buy a genuine copy for an extra $100.
