Try driving it 40-50km/h when the air temperature is 10c and the wind chill would be somewhere around -1c. Even at 15c which is the regular night time temperature in Beirut during winter and while technically there won't be a wind chill but it would feel like its 5-7c :)
I am currently in Berlin, Germany, and the temperature during December virtually never went over 10. On average it was around 5 C. When it gets over 10, it is considered a good day. If it reaches 15 everybody is happy, and anticipating the "great weather" and going to parks. I am not kidding.
If I had read this 4 months ago, I'd have totally agreed. But since I'm here is find the average Lebanese perception of "cold" ridiculous - and thankfully I'm not living in Montreal, where -20 in winter is a normal thing. You get used to it.
Anyway I've seen bikes here, and in December... I don't think the riders freeze. I'm pretty sure a proper suit with a helmet will do the trick (in Lebanon).
