@Romel: I think it depends on your location. I, for example, am a Sodetel user and i've had the high latency problem but managed to fix it by using the DC/Connect method and my download/upload speeds have been stable. So maybe it depends on your location, which means switching to IDM might not be the solution. I also heard mixed reviews of IDM's internet stability, some say its super crappy and others say its good.

i used to get 150 ms using dc/connect , but a week ago till now it does not matter how many times i dc/connected my ping stays the same 600+.

it still may be part of the problem
see in jounieh the minimum latency is 90 and the worst case is 450
your minimum is 150 and max is 600 so it may be that the central delays you between 50 and 150 ms... so when they rout you to the 450 ms satelite ping you are delayed an additional 100 ms etc...
there isn't one problem when it comes to latency, they are usually many that add up :P

Can you publish your IP ? In which Interval it is in ? 93.126.XXX.YYY
The most important to see which are the IP pools with low IP's is the XXX numbers,
what are yours ??!

A little favour, next time when your ping is 90ms, can you share your speedtest result and show us here ?!

the above is a list of gateways, I had noticed that when 90 ms pings exist, it would be on the same gateway which is 93.126.252.1
so if I have 100 ms ping, it is surely that gateway, and when it is not 100 ms, this gateway has 370 ms compared to 400 ms+ on the rest
now yesterday a new gateway appeared with the 90 ms and it was 93.126.240.1 I had never seen this number before, maybe it is new :D
anyway knowing numbers does not help, at any moment they just switch them back to high pings.

From my own experience each gateway containing: 93.126.220.xxx and above will surely have lower ping :)

I have noticed something though. Before today when I used to get a 100 MS connection, the TTL used to be 339. Today it is 336. Might it be a new internal route? Might it be the problem is fixed? A friend of mine sent them an email 3 days ago, a huge rant over the service and how it is handled by the support department, and he directed them to read this thread in order to see what their user base think and to follow up with their concerns. Might it be that they have cared after all?

It is in the nature of humans to tell other people about their achievements. Of course it lost all sense of secrecy once it was published in the forum, but still, people at Sodetel might not have been aware of that.
However, there is also the possibility that the email was disregarded and that was it.

Ok guys: i read all your previous posts, and, hopefully, I can answer most of your questions.
I’ve switched from Sodetel to Terranet and got connected when the line got ready directly (you can check it online) before they send their ADSL+Wireless Modem which may incur extra days of waiting.
Central: Hamra
A)Sodetel;
The bad:
Before with Sodetel 4 Mbps:
1-High pings; needed to reconnect to get low pings. (As some of you said, yes, as if when I used to play online gaming and after reconnecting, it sometimes went high as if intentionally!)
4-The download speed of 4 Mb/s used to fluctuate between 100-300 KB/s but stabilizes mostly between around 250 KB/s and below.
The upload; Sodetel limited me to 0.4 Mbps according to the router’s readings whereas it should officially be 20% of the download speed which is 0.8 Mbps and not 0.5 Mbps.(Check it yourselves 4 Mb Plans)
I assume those who ONLY have good connection with sodetel will have all the previous correct even the upload speed limit.
B)Terranet 1 Mbps:
The Good:
1- Ping to google through cmd window never went below 120 ms until now and hopefully it stays like this, but I don’t know why speedtest gives high pings :p but not pingtest.net.
(I never had such low ping even in the old days of 512Kb/s plan with sodetel except in the end of most evenings)
C)Both Sodetel and Terranet:
The bad:
1-Lately, started to have jitter/Lag Spikes with Sodetel and still with terranet as well :/
2-Download and upload speed seemed to be shitty in the beginning and the tech. guy told me that my line is good then he started to say …a shared account…., and when I went into details that speeds are mostly below average, he told me to wait maybe because Ogero is upgrading.. .
If it is the same case with you regarding the previous points then supposedly it is generally from Ogero and hopefully it goes better.
Today: UPDATE 23/4/2012:-
Edit: I tested the connection this morning and until now it seems getting better.
Speedtest.net: (1 Mbps plan)
Download 0.8x Mbps; Upload 0.12 Mbps
Download speed stabilizes at 100KB/s.
Ping from CMD windows is still around 113 and 119.
As for jitter, slightly better.
An exclamation mark on the connection since this morning which may mean a fix maybe undergoing...
**As for a general experience with terranet:
I went from a bad to, yet, not bad to mediocre connection because I’m awaiting the previous issues to see if they will remain stabalized.
-During the period of internet cut-off, use dial-up connection, Wigo or Mobi, or through MTC/Alfa 3.9G by connecting/tethering mobile phone to your pc then to the router then connect the latter to the pc using a USB Serial cable or through Hotspot if your mobile supports it or by their USB Dongles (even though its Mbs are insufficient but overall it can cost you like any normal 4 Mb/s subscription with ADSL but use it sparingly), or ( I personally relied on the second second option because I was unsuccessful because the serial cable driver wasn’t installed successfully and wasn’t found through Win7 automatic driver update searching, but you may find it through normal google searching)
It is nonsense to stay like this guys, even though your next ISP won’t be that statisfiying, but at least better than Sodetel. It is worth the waiting and the patience.
Anything is better than nothing!! You are digging in the unknown with sodetel, go dig into something that is at least 1% known.
I don’t want to remind you again as said in here, Sodetel care more for companies! It is up to you if you want to wait for the upgrade then wait and don’t forget that the upgrade will reach all other ISPs, not just sodetel!.
So your probable score will be like:

If you intend to change ISPs, I think you need to cancel the connection before the 24th or the 25th of this month and when done, directly apply to the new DSL company.
I think that IDM is one of the good ISPs there after the upgrade, but I personally skipped it because of their higher level of NAT. For example, creating a torrent file to share doesn’t work because others cannot get connected to you (accepting incoming connections), so it is up to you.
Additionally, I asked Minister Nicolas Sehnaoui on twitter: Dear Mr., some ISPs are placing users on satellite backbones instead of fiber-optic ones. Please investigate the issue.
He replied: Its true. Its not their fault. They have to do it to cope with the demand cause Abdel menhem youssef is not giving them the E1's.

Speedtest ping is higher than the cmd ping is because the packets used on the site are http, and the http at Terranet is routed via satellite, ICMP via fiber.

Now i dont know about all this http and whatnot hocus pocus you gents are going on about, im a simple farmer who wants to blow up pumpkins in online games and infuriate xterm with shrouds on pyro.
All i know is i pay sodetel 77$ a month for their 8mbit package, and get up to 800kb down on a good day.
Before the upgrades, i had the 1mb package plus a fixed ip that i payed 20$ a month for, things were stable at 100ms back in the day.
At the advent of the coveted bandwidth upgrade and fiber network installation, i was so happy with the 8mbit connection that this country almost went down a few notches on my list to about 7 of the shittiest places to live, down from number 3.
I get 350+ ms on all routes, i spent an hour of my time the other day hitting that power button on my router to get one of those fancy low ping ips to no avail, needless to say this was a monumental waste of time, still garbage latency to google.
I wrote sodetel some harsh emails, and they insist they wont give a fixed ip to 8mbit because "I suck up all the bandwidth with a fixed ip and they cant afford it" . I tried to remedy the situation the best way i knew how, i tried to get my way by throwing money at sodetel. They didnt seem to accept. They kept telling me i have to get a SOHO line for a fixed ip, but that i cant cause my requirement is residential, and my mind was blown at their corporate sales manager's seeming affinity for contradicting his underqualified incompetent self.
After a long lecture about capitalism and the pure capitalistic nature of this country from me, they still didnt seem to understand that money talks and if i want a fixed ip i offer to pay for they should be flexible enough to provide it.
The most amusing part is that to swap ISPs you have to remain internetless or settle for a wise/mobi in the meantime. Thats downright inhumane.
So in conclusion i gave up, any of you that have starcraft 2 could join me playing a custom map called mafia, latency isnt an issue there, its its mostly talking.

edit: I miss the 370 ms ping I used to have now :( it is not going below 420 now
