One of the reason for sticking with Ogero is that your connection is always the same. Either good or bad, it doesn't change. I'm connected since November now with uptime ~ 64 Days with same Ip, bandwidth, latency and crap, peak hours or not, the same...
With private ISPs most of the time it is unreliable ( With all due respect ); One day it's a 2Mbps with 70ms ping to Europe and the other day you can't even stream a 240p youtube video without buffering.
So far my ping @ 9:30PM is something like

NOTE:
It is worth mentioning that from the tests I've run on Mac OSX 10.7.2 and Windows 7, it seems that pingtest.net is inaccurate on the Win7 Platform ( ?! )
Running the same test ( same server, Real IP, time ) :
Windows 7 pingtest is reporting a latency to Germany of 100-105ms vs 130-135 ms on OSX which is kinda weird. I'd say the 130-135ms output is more realistic since this is what I am getting on Repz.de gaming server.
