It is related to the length of the line from the exchange, but it varies depending on the actual wire gauge, and the quality of the copper line.
I usually from time to time witness a fluctuation in the line attenuation especially when the downstream FEC errors reach a million, but upon restarting the modem all the numbers will get back to normal and the connection will be stable.
