6.6dB for Noise Margin is pretty low, don't expect much, even if you get 4mbps it will be pretty unreliable, I suggest you check these values when there is no power, exactly when the power goes down and before the backup is on (you need to have the modem on a ups) if you see a much higher value on the Down it means the phone cables are heavily affected by interference and you need to re-wire it away from power, I did that and now my 4mbps is stable 24/7
