The Changes will be on October 1 for all customers of IDM , Cyberia and Ogero at the same time.
I called Ogero today and they told me that no change before at least November.
I prefer not calling any ISP for any information because of some bad experience by other friends/users. Check on Flip The Switch group on FB some users asked the staff on the phone and the reply was that they didnt know if any upgrades are coming.
Another example is from a user here on lebgeeks, he called his ISP and he asked if they are going to improve the bandwidth on October 1st. He replied(Staff): "Yes we will increase everything quota, bandwidth and ping(Ouch, yes he siad that)". By the way the user was talking to the "technical staff".

Conclusion: From this we can learn that all the regular staff know (not all though) that there are internet upgrades coming but they dont know when and what the new plans are, along with the prices.

Doing some simple calculation to compare between the present and the upcoming plans, i don't see any saving and benefit to the consumers:
1-Price
Plan 512K - for 46 Dollars TTC
New 2 Mbs for 55 Dollars TTC
2-Caps
Plan 512K - 4G down + 4G up
New 2Mbs - 20 GB Up & down (16GB down + 4GB UP)
we gain 4 time speed up
Then 4GB down times 4 = 16GB down
Then no improvement

Conclusion,
Increase in price along with speed V/S cap is the same

He meant the ratio of Quota to speed is the same hence there is no real improvement in some way due to the fact that a higher speed tends to require higher quota. Personally I don't quite agree, the speed/quota ratio does not need to change to have an improvement.

The proper way to look at the new pricing plan is: We get 4x better internet for the same price. Is '4x better' an improvement? You do the math...

You can interpret numbers any way you want--but I think you are missing something. I always considered the 512 plan having a 4 gig quota, period, end of story. Anyone who told me different was either trying to sell me something or lying, so I never considered the upload portion as part of the quota--who the hell regularly uploads 4 gig per month with a speed of 512?

Now, if you follow this logic, you find out that you get 4x the speed and 5x the quota for a few dollars more (for whatever reason, this group got screwed and actually saw an increase). On top of that, the price of an extra gig dropped 40% from $10 to $6. While I agree you will can blast through the quotas a lot easier, you will be paying less for each gig over. So, if you were to go over 5 gig now, you would be paying an extra $30 instead of $50 on the old plan, but you have a bit more leeway. If you were to download 5 movies with an average size of 700 meg on the old plan, you would have blasted through your quota in no time. Now, getting 10 movies doesn't put as big a dent in your quota as it did before. Who watches more than 10 movies a month anyway?

Now, quotas are still too low and prices are much too high for the service we are getting. That much, I think we all agree with. But at least, we appear to be headed in the right direction.
