Aly No, if you noticed Cyberia was the first private ISP to release their new packages / prices and promised to deliver on the 1st of october without any solid ground, while other ISPs like Sodetel and Wise didn't, yet they didnt deliver on time. YES the minister did lie about alot of things like when he did set the 1st of october as a launch date and people starting speedtesting at 12:00 AM and got disappointed, in addition I read today that he said the upgrades will reach all the Lebanese 100% by March 2012 ....

Bij I am connected to the Hamra central, at least it says so on the bills. My friend lives near and he told me about it around 12 PM today, don't know when it actually "happened"

Well it should be, it has been in business in Lebanon for more than 10 years, and If I remember correctly it had some kind of partnership with virtual ISP (where we could login to their network and play visp games). It is based in Adonis and I am taking my connection from their main hub in Adonis (not through any reseller).
Georges SatGate Batroun - Got the 1Mbps update 2 days ago. 400MB/hour quota and no monthly limits. I must say, pretty pretty fascinating.
Joe 1Mbps ... 400MB/hour quota 1Mbps = 3600 Mbps = 450 MBps (theoretically) Practically you will never full 1Mbps because of various noise on the line, so in theory you should never go above your quota. With no monthly limit, I say it's a pretty good deal :)

So people who are paying for 2mb instead of old 512k (meaning 8$ per month more btw) could end up in March 2012 with a total loss of 150$ if they pay for 2mb and get 1mb instead...eh esla7 ou taghyir LOL
