Because your SNR Margin is probably very high. The lower the SNR Margin, the higher the actual rate.
Basically most ISPs outside lebanon have SNR marging around 6-9 dB. Below 6 dB you will start experiencing disconnections.
If I were you, I would reduce the SNR marging to 6.8 dB ( -9 dB ) I bet you'll get 16 Mbps easily.

OK so basically Ogero guys were helpful. After a dispute they agreed to check from their side and said they will fix it on monday.

If some one did not get the upgrade after the 5th of August the upgrade will take place in the next billing cycle effective the 1st of September mentioning that to me when they called me yesterday and telling me they are sorry for this issue.. Yesterday I raised this issue through twitter for Mr. Kreidieh , Ogero Telecom , and an IT/Network Engineer at Ogero with the twitter account of (@musta_mt). Mr. Kreidieh replied on my tweets with Ogero Telecom for Ogero intervention (since I blamed Ogero for this delay) and this engineer on private messages.

My internet stopped working since 3 weeks. Ogero came and changed my wires. All went good, however since one week now, everyday after 5 or 6PM I get "request timed out" if I restart my modem everything works perfectly for an hour or so, then I have to restart it again.
Sometimes I even get 0.5M or something similar, so I restart my modem and my speed jumps to 6/7M again.
What is the issue? It can't be the wiring, can it be? It's new. Also my modem is new.
I have no idea what to do. Very frustrating.
P.S: In the morning it's very good. Only at evenings something start to happen.

Guys the strangest thing just happened to me! I just got home, and I realized that I have been switched back to 2 Mbps download / 0.5 Mbps upload !!
I've been switched to open speed since August 2nd, syncing at 20 Mbps with an actual throughput of 17 Mbps. The OGERO website still shows OS/200 GBs though.
Any ideas what might have happened ?!

They replied that they will register a problem on my line and that they will get back to me shortly:/ I asked whether it could be that I have been switched to VDSL and that I need to adjust my modem settings; they said that I don't even have a VDSL request showing in their files despite having requested it more than a month ago and reminding them about it about a week ago :).
