If it's because they closed the ports, no prob.
Try http-tunnel.com
You can pay 5$ per month and they'll tunnel your traffic to the US, bypassing all the blocks that your looser ISP may have set.
I use them for kazaa on my GDS-terranet connection, because with a direct connection I can only get  10-12K max (on a 512k!). with http-tunnel, i sometimes get 45K. But this http-tunnel thing increases the latency, so kazaa might not work well with it if you have a low latency. The best thing is to try.

You also need a bittorrent client that is socks5 compatible to use it with http-tunnel. If it is not, you can still try to socksify the bittorrent client by using the free sockscap program.

Re: bittorrent

If they are a big network, usually talking to them does not work. I even wonder if they know how to manage the thig, they probably got an engineer to setup everything then leave it running.
If they do not accept, try the solution that I proposed above.

Torrent trackers usually use the TCP port 6969, so this port must be permitted on outbond connection.
The client tries to connect on ports from 6881 to 6999. I'm not sure how exactly that works.
