460$ vs 630$ PC

Hi, I mainly want it for gaming..
so I found this used pc (told me used 11 months) for 460$.
Specs:
1070ti gtx Nvidia
Ram 8gb
Msi board B360M pro-vh (MS-7B53)
i5 core 8400
Thermaltake LITEPOWER sereis 650 watt
1 TB HDD

There is another pc available for 630$: i5 9400f,gtx 2060,8gb ram, h310m mobo, crappy 650 watt psu, 500 Gb ssd.
Which pc do you think is better?
I know both pc's need ram upgrade to 16 GB and PSU is not good. Also I have a 500GB SSD and 2 tb external Hdd so storage not a problem.

Is the RTX2060 the regular old one or the refreshed super one?
Overall the 2060 is slightly faster that 1070Ti but has less RAM (i think 6 vs 8). However, the 2060 Super is much better (faster)

Do not go predecessors go always successor. The RTX 2060 has some RT cores , direct x 12 ultimate is on the way & will be released Novomber 2020. support for ray tracing, mesh shaders, variable rate shading, and sampler feedback. GeForce RTX is the first and only PC platform with support for these game-changing features till now. Next RDNA 2 architecture from AMD & next gen consoles will support it. This API + Hardware accelerated Real time rendering ( with the 2060 RT cores) will make more efficient rendering & less performance hit. You have the upper hand in the 2060 vs 1070ti. Added to that ,that Turing has a dedicated pipline for HDR processing on a hradware level reducing input lag when HDR is enabled by a great extent. Turing ( 1070ti ) HDR processing is done on the software level increasing input lag. As more and more games implementing HDR and greating momentum you need to take this into considartion ,  sure a good HDR 10 display is needed.

Yea he have many pc's, but it is now for 2 Milyon plus a gaming mouse, keyboard and screen. He refuses to sell the pc alone now. Also although the pc was used for 11 months in a gaming lounge, I tested many benshmarks and stress tests and it's working 100%.

It is brand new , and if yes the 1000 USD at what LBP Rate. Technically speaking it is a lower end mid range desktop in 2020 & on. The price is good if the desktop is " brand new". You can upgrade the 1070ti to a 2060super on the road to make it a mid ranger desktop and features future proof.
