I want to change my plan from open speed to unlimited. To do that I need to get a change of plan form from the dealer, fill it, submit it to the dealer and pay 2$. It is sometimes hard to deal with the dealers because they are not all familiar with this process and they do not all have the form (or have it but do not know).
Does anyone have the form as pdf who could send it to me? This would save me the trouble of having to explain to the dealers. I still have an old form that I filled a year ago but it has old plan pricing (example 2M unlimited for 40$) and I do not want to risk it getting rejected...

Im on IDM open speed and its f ridiculous... average of 6 mbps (bit) and 8 mpbs at best. Do i have something wrong going on or are they really calling 6mbps open speed ?

What are your DSL stats from the modem? Maybe you are far from the Centrale

Did anyone seeing slow torrent downloads from around 9 pm to 12 am? it seems that they are throttling the speed for torrents (i tried several Ubuntu torrents). I tried it for several days even without downloading anything during the day. I also tried it on a new month (directly after renewal)
I emailed support and they assured me that no FUP is applied on fixed quotas plans such as my plan but i am guessing that they are using some sort of packet shaping. Using VPN the speed is back to normal during that time.
Can anyone also try and report please? thx
Edit: I have a theory, i think they are trying to limit international traffic by throttling heaving downloads like torrents. International traffic costs dollars which they don't have since most of the customers are paying in LL now (using 1515 rate)

IDM/Cyberia aka GDS are throttling speeds especially torrents (near 25 KB/s) at night. In addition, the overall speed is abysmal

I have a 25 Mbps connection
Speed now at 11 pm


the pings are also very bad ( 200+ instead of the usual 80)

it is confirmed that they are now throttling torrents during that time fore sure. Yesterday, they did it also earlier (6pm to 12am)
I believe that they are also throttling downloads on Uplay at least. Downloading the new siege update wasn't progressing unless I connected to a VPN.
This country is going downhill, they give you double downloads quotas but at the expense of blocking numerous websites and torrents
Not Experiencing that from Ogero:

Ogero is monopoly. They can give as much as they want, backbone is cheap for them. So when they give discount for end-users, its just unfrair competition and discrimination of population who use private operators. Might sound good for those who use Ogero, but you are going down the rabbit hole like that and will pay for such carelessness later.
Private companies can't follow lead, due quarantine all people home and usage is already 30-40% higher, they are extra full. So can't blame IDM for those measures... just i hope they leave VPN alone. It's essential for teleworking.
All this double quota promises some operators give - pure populism. It will cost fortune for them to provide quality with double quota.

Vpn gives you speed that is like 80% lower on my side it's been like that for ages sooo i guess they never left vpn alone ...

Yes battle.net too (it uses a hybrid http/torrent/p2p downloads). Also steam game updates are slower
