"C:\program files\windowsapps\Deleted"

I just saw "C:\program files\windowsapps\Deleted" with 3GB of old versions of Windows 10 store installed apps. I booted a Arch Linux cd to delete them. Is there any way to delete them from within Windows?
I saw on Google searches that some people saw over 20GB of old files there and this feels neglectful.

Take ownership of the folder and files and delete..or you can use apps like unlocker to strip the folder from any rights

I figured a way to avoid messing with ownership and permissions.
Some geek at Microsoft created a tool called psexec64.exe that allows me to run commands as System. This allowed me to delete the contents of that folder.
